No, there is no PlayStation App for PC. PlayStation App is available on smartphones and tablet devices only. To download it, visit the iOS App Store or Google Play from your device.

You can send voice chat and text messages to your PSN friends from PlayStation App. To send and view messages, access the Game Base feature.

You can view your downloads from PlayStation App by navigating to Game Library > Purchased. From there you can view what games from your library have been downloaded.
