人類社會文明與產業的發展及變遷，與資訊的記錄、儲存及傳遞方式息息相關。作為 Web 2.0 時代開端的部落格（Blog），在 Web2.0「使用者參與」、「群體智慧」等特質的體現下，使得部落格受歡迎的程度與影響力遠超乎以往的網路訊息傳遞模式。但當資訊傳遞的權力，由傳統媒體移轉至普羅大眾手中，在內容幾近毫無限制之下，網路上也隨之充斥著金石雜陳、良莠不齊的言論。現今部落格面臨的首要問題即為層出不窮的「網路誹謗」議題，但在 Web 2.0 與部落格自身特性的影響下，使得部落格產生的誹謗議題，著實有著不同於以往的問題點與因應思維。本文嘗試透過國內外實務案例之研析，釐清部落格誹謗議題諸多複雜難解的課題，並提出筆者對於相關問題之看法與建議，以期助益各界對此一 Web 2.0 時代新興議題，有完整之暸解。

The civilization of human society and the development and vicissitude of industry closely correlate with the record, the storage and the transfering mode of information. The popularity level and influences of Blog as the beginning era of Web 2.0, override the traditional network message transmission pattern is due to the condition of specific quality of "participation of users" and "wisdom of crowds". There are full of good and evil opinions on network, when the authority of information transmission shifts from traditional mass media to the public without any restrictions. Nowadays Blog is facing the topic of discussion on libeling, it emerges in an endless stream. Discussion of defamation occurs from the effects of characteristics of Web 2.0 and Blog itself, it differs from the previous problem and thinking. Through analysing the domestic and foreign cases, I try to distinguish lots of complicated and difficult solution of defamation in the Blogosphere, submit the perspectives and advises of similar questions, and hopefully help people to fully understand the rising of Web 2.0 era discussion.
