I have recently posted a problem about an Error 303, which I have not cleared. However now when I start up Decoder Pro (with the Lenz software not running) the program starts up but the Data light on the 23151 is not on.
Can someone help?

Your new log indicate you are now using the USB portion via COM4. When I look at Preferences for the 23151, Ethernet LAN, They state an IP address must be defined, there is no
mention of a USB COM port setup. So I assume PREFERENCES must have both the LI-USB and LI-USB/Ethernet setup (note: Li-USB connection uses: no flow control required for 23151)
So this 23151 talks to the computer via either EThernet IP or via the USB connection. Communication between the 23151 and your LENZ System is via XpresseNet connection to a LA152 or Direct to the command stations LMAB connections. This cable must have a flip to it: LMAB to BAML as per the LA152 manual.
Did you try using the LENZ provided software to confirm your setup to be operational ?
303 is a pretty clear error condition, but that it occurs on a CV29 read or during the switch between Direct and Page mode ?
Guess you must wait until Paul Bender shows up in here : - ) He is the person who wrote up the LENZ/ExpressNet stuff I believe.

Doing a search with 23151 in this forum comes up with a bunch of problem conditions encountered with the LENZ Li-USB/LAN 23151.
Some say it works better via IP and your previous log would tend to indicate same. Your new log using the USB connection is faulted. Not talking
to 23151 or not talking to the Lenz System via ExpressNet cable.
Check Windows 10 Device Manager and confirm the 23151 is in effect on COM4. It uses an FTDI driver and they are a 2 pass driver install. Your 23151 might be missing a portion.

Yes when the 23151 is running with the Lenz software the system status is shown as:
Lenz system version: 3.6 (LZ 100)

And the 23151 words as expected. If however you try to open the Decoder Pro with the Lenz software running to get the message that COM 4 is in use.

If you used the lenz software to program a decoders of yours, and it worked, then the problem is not hardware, not USB or Ehternet or ExpressNet, .
It is expected that when a COM port is in use by one program, it can not be shared with another, that is an "Expected".
So effectively you must stop the LENZ software before you run JMRI.
Your first provided log would tend to indicate you were using the Ethernet connection and from the indications it was talking with the Command Station.
Since I am not a LENZ user, I will step back from the table. Tried to help.

One question: is flow control on or off?
For the LIUSB-Ethernet, flow control should be off. The device doesn’t support Flow Control.
From everything else you have posted, I suspect you have it on.
