In fact, power bi uses analysis service tabular model to store data model tables. This engine only allows one major relationship active or it will cause ambiguity about table relationships mapping and aggregations.

Relationships in analysis services tabular models

For this scenario, you can try to use treats or userelationship function to calculate through inactive relationships within DAX expressions.
