The Government has implemented Time-varying Tolls at the three Road Harbour Crossings (RHCs), namely the Western Harbour Crossings (WHC), the Cross Harbour Tunnel (CHT), and the Eastern Harbour Crossings (EHC). The Time-varying Tolls applies to private cars and motorcycles . Different toll levels are charged at different time slots in order to suppress and divert the excessive traffic demand during peak hours, thereby alleviating the cross-harbour congestion. The toll plan also simplifies the toll structure and reduces the WHC tolls for commercial vehicles , which facilitate the operation of commercial vehicle trades.

Time-varying Toll Plan (implemented from 5am on 17 December 2023 )

Toll Plan Details

The toll for private cars is higher in the morning and evening peak time slots. The toll of WHC is maintained at $60 while the tolls of CHT and EHC are increased to $40. A uniform toll of $30 is charged for private cars using the three RHCs during the normal time slot while the uniform toll is reduced to $20 during the remaining off-peak time slot. For Sundays and general holidays, a uniform toll of $25 is charged in the normal time slot; and at $20 for the rest of the day.

For motorcycles , the corresponding toll for all time slots is set at a level of 40% of the toll for private cars. The existing all-day uniform toll of $25 for taxis is maintained while other commercial vehicles , including goods vehicles , light buses and buses are charged at $50 throughout the day.

Transition Charging Arrangement

Transition charging arrangements are in place between different time slots to reduce the incentive for individual drivers to deliberately increase/decrease their speed ahead of toll change.

Between two time slots, the tolls across the three RHCs gradually increase/decrease, say, at intervals of a maximum of $2 per two minutes for private cars. The transitional time slots start simultaneously across the three RHCs.

In all transitional time slots, tolls across the three RHCs gradually increase/decrease at an interval of a maximum of $2 per two minutes (for private cars) and $0.8 per two minutes (for motorcycles (including motor tricycles)). The transitional time slots kick in across the three RHCs simultaneously. Same as the previous surcharge arrangement, taxi passenger (if not hiring from a cross-harbour taxi stand) need to pay both the outbound ($25) and return tolls ($25) (i.e. $50 in total for a hired trip).

Charging Arrangement

The tolls under the Time-varying Toll are determined based on the vehicle data and passage time records detected by the existing HKeToll toll points installed at the RHCs.

The toll points of the three RHCs are generally installed near the original toll plazas, i.e. the entrances and exits of the RHCs on Kowloon side. However, since there is a branch road leading to other places in front of the original toll plaza of WHC (northbound), it is not suitable for the installation of detection equipment. Therefore, the toll point for the northbound direction of WHC was set up at the entrance on Hong Kong Island side.

New Toll Information Displays have been installed at/near the existing toll points of HKeToll at the three RHCs to provide the real-time toll information and indicate the approximate locations of the toll points to the motorists.

Benefits

It is predicted that the overall cross-harbour traffic flow will be reduced by 5% in peak hour to reduce the influence on non-cross-harbour traffic. Overall speaking, the Government believes that by adjusting the tolls of the three RHCs, the cross harbour journey time at the CHT and EHC could be shortened, bringing benefits to private car motorists, the public transport trade, the commercial vehicles trade, passengers of cross-harbour buses and the community as a whole.

Toll Plan Benefits Require Time to Reveal

The Time-varying Toll Plan is a new toll arrangement which changes the tolls of most vehicle types (excluding taxi) at RHCs. We anticipate that drivers may require a longer time to adapt, including adjusting their travel patterns, travel times, and route choices, and these habits also interact among drivers. Therefore, at the early stage upon implementation of the Time-varying Toll Plan, we expect that the cross-harbour traffic conditions may vary from day to day and it will take some time to gradually stabilise.
