This analysis is flawed. It is based on 1. the number of publications and 2. the impact factor both of which are proxies that say nothing about the impact of the work. I have not collaborated with these research organisations but I have peer reviewed their work for assessment. The Institutes take on work with great significance that is long term and often require significant capital expenditure. Many Universities are unwilling or unable to take on such work. The only way to judge their contribution is to measure their long term impact. It is difficult to do this but needs to be done if there are to be judgements on the value of the investment.
